HRC provides emergency rental assistance to our clients in two categories:
Rapid Re-housing—we move quickly to obtain permanent housing for an individual or a family that is already homeless. These clients are our highest priority.
Homeless Prevention—some clients have housing, but are in danger of imminent eviction due to a one-time or short-term need. This may arise from job loss, injury or other unforeseen incident keeping the family from meeting its obligations.
In both situations, HRC case managers work closely with clients to assess their level of need; and at the same time, work directly with landlords to provide a solution that will provide new or retain existing housing in a timely manner. In some cases, assistance with utilities may be available as well. Our case managers also assess clients and refer them to other agencies for services and additional aid they may be eligible for, such as food, employment, and child care.
Financial literacy education—learning to make, budget, and save money, as well as manage credit and debt—is a key component of all HRC programs (learn more in the “Financial Literacy” section below).
HRC was one of the first agencies in the nation to develop this important service. Sometimes a family may be able to afford monthly rent, but find it difficult or impossible to come up with the significant cash needed upfront to pay the deposit. The HRC Security Deposit Guarantee Program provides the means for low-income families to spread out the security deposit requirement over a more affordable, twelve-month period.
HRC signs a Letter of Credit agreement with the landlord. This Letter of Credit guarantees the landlord the full amount of the deposit, while allowing the client to make monthly amortized payments at no interest. In the rare instances when a client should default, HRC repays the difference owed to the landlord.
State and Federal Fair Housing laws protect buyers and renters against discrimination and harassment in housing based on protected categories such as race, age, gender, sexual preference, etc.
HRC conducts periodic workshops for landlords, tenants, buyers, and sellers on fair housing issues. Our Housing Counselors work closely with city and county governments to stay abreast of current laws.
In the event of a complaint of a Fair Housing violent, we document incidents and behaviors, provide one-on-one counseling and refer the client to the appropriate agencies for legal recourse and/or an attorney.
Financial education is an integral component of all HRC programs. Our goal is to teach clients the tools that enable them to make smarter money-based decisions for themselves and their families, set and reach their financial goals and attain fiscal independence and sustainability.
We do this through one-on-one counseling with our Case Managers as well as regularly scheduled Smart Money Skill$ workshops, taught by one of our Certified Financial Counselors. The workshops cover budgeting, credit and debt management, savings and banking. For many clients, this is their first experience with money-management techniques.
Financial literacy education is available in both English and Spanish, as are all HRC programs.
